Board Overview
The Agency was established by the Children’s Court Guardian Agency for Northern Ireland (Establishment and Constitution) Order (Northern Ireland) 2023. Details on the appointment of the Board can be found in the legislation.
The Board of the Children’s Court Guardian Agency comprises a Non-Executive Chair, four Non-Executive Members and the Chief Executive. Non-Executive Members are appointed through open competition by the Minister of Health.
The Order provides that the Members shall be appointed for a period of four years. The Order also provides for the reappointment of the Members for such further period, not exceeding four years, as the Department may determine. The Agency maintains a register of interests which is formally reviewed annually. This register details interests which may conflict with the management responsibilities of Board members and is recorded as necessary.
Each Board meeting includes an agenda item asking Board members to declare any conflicts of interest in the meeting business. Board appointments are made on the basis of the merit principle in fair and open competition and in accordance with all relevant legislation and Circular HSS (SM) 3/2001.
